本片围绕一只年轻的秘鲁小熊展开，故事整体发展如《101斑点狗》和《蓝精灵》，都是描述小动物在新家中、在人类世界中的点滴和搞笑事件，且电影也安排了一个大坏蛋，妮可?基德曼饰演想要抓捕小熊做出标本的恶毒馆长。怎么样，故事模式轻车熟路，一部标准的低龄真人合家欢电影就这样出炉了。但本片不同之处在于原着的取材，原着是写给二战时期孤儿们的故事，这样一来，《帕丁顿熊》就多了一层内涵，在卖萌与幽默的前提下，增添了对乡愁和归宿感的刻画。
